Hi,

 

Is it reasonable to assume that environmental conditions that negatively affect your targeting senses also affect your ranged OCV?

Example: Sight is my only targeting sense. Is it reasonable to assume I should incur a -2 ranged OCV penalty at night, just as I incur a -2 PER penalty at night?

No, that's not reasonable -- at least not for the written rules, whatever you consider "reasonable" certainly qualifies as such for your own games. ;) In official rules terms, in sub-par perception conditions, the GM may, if he wishes, require characters to make a PER Roll with a Targeting Sense. If they fail the roll, they suffer the standard penalties for lack of a Targeting Sense in combat.
