The idea behind Miss Innocent and her crimes is to use her Mind Control to ask to be given what she wants then leave. She figured that if she gets handed the object she wants then "it's not stealing".

 

In "costume" she dresses im various elegant gothic lolita fashions, trying to look enough like a cute little girl as possible (don't worry, she is about 16). She wants what she wants, but doesn't actually want to harm others physically.

Background/Origin: Nelly Blake was always a strange young girl. She was raised by her parents, a confidence couple who routinely scammed people out of their wealth. They constantly told Nelly that if they gave you it, taking it was not stealing. And when she was old enough they used her as a prop in their plots. I mean, who could say no to a cute little girl?

 

When she was twelve her parents were arrested and she was sent to the foster system. It wasn't much longer when her mutant powers first manifested. Taking to wearing Lolita Fashion (to maximize her cuteness and little girl factor) she started to use her powers to basically "ask" people to give her what she wants. She is now sixteen years old, and has graduated from living on the streets to living in a fancy apartment without anyone complaining (again, her mind control abilities at play).

 

Quote : "Pwees give it to me sir, I need it."

 

Powers/Tactics : Nelly is able to read and control minds. Her usual tactic about using her powers is to try to guarantee an effect that the target doesn't remember that the choice was made for him. She can and does use her skills to supplement her powers.

 

In combat she tries to actually not be involved in it. If she must she activates a psionic force field of a magenta color till she can in deed excape. She is uncomfortable with 'asking' other people into putting themselves in direct danger for her. So she doesn't do that....yet. Eventually over time she might just get enough jaded that such tactics might be available, but for now she'll avoid that.

 

Personality/Motivation: Nelly's major motivation is survival, and from her childhood she learned how to manipulate others. She sees people as tools for getting what she wants and has deluded herself into thinking that getting people to actually give her stuff (either via skill or via power) is not stealing. She limits herself to thevery and confidence games to get what she wants, never actual blackmail. She is slightly obsessed with the concept of Kawaii ("cuteness"), and strives to be the most kawaii looking girl when she is on the job. This the adaptation of acting like a little girl and wearing Elegant Gothic Lolita fashion.

 

Advancement : Over time she might develop telekinesis and mass mind control abilities.

 

Appearance: Nelly is a beautiful blonde sixteen year old girl with blue eyes. In costume she tends to wear feminine elegant gothic lolita style dresses, wigs and/or hair pieces, and in general looking like she stepped out of the 19th century. She usually appears younger then she actually is in costume.

 

Note: It should be noted that Nelly actually doesn't actually have a supervillain name. The media has nicknamed the 'mysterious mind controlling little girl' Miss Innocent.
