Both are ligitimate ways to use agents. Cannon fodder types are a good way to show just how powerful the heroes are. Competent agents should be used when you need to give them competent opponents without always resorting to supervillains On the other hand, supervillains also have the same uses. You don't want to put the heroes against Doctor Destroyer in a comedy episold and Foxbat in a deadly story.

Who says they HAVE to wear colorful costumes? At least at first. Eventually the simple fact that they have superpowers might not be enough to identified between them. Then they might start wearing costumes.

More likely, yes. But more financial control the world secret society originality. They always had a paramilitary arm, but quicker to hide them under the idea of various mercenary groups. It is more likely that it is all DEMON's fault. They should be ALL cult then they are paramilitary. The Morbains enjoy there power boost. There will be no mutants yet. They CAN eventually pop up in the future. Magic and where science will be supported in such a campaign. People get powers from strange accidents. Aliens might still exist. At least originally everything might be kept hush. The government might want to keep supers under there control and secret, unless they want a super based cold war. VIPER will try to stockpile there supers and fold them into there paramilitary group, and eventually come out public to Conquer The World.

And a list of secret hunted who are still after him. So he might still be hunted by them. (Floating hunted). He is still patriotic. To the country, not exactly to the Government. (Obvious psychological complication, watched by the Government.) He is still secretive when he does do his super heroics and is still willing to let others take credit to his heroics.

Add Reduce Aging Life Support. And the complications? That depends on how retired he is.

Humm... Bailfire, I hear, is a really nasty attack. Not only can it kill you, but can erase you and the memory of you ever existing. I don't know how it could be done in Hero.

I would limit it to 1 level of "free" Striking Appearance to be safe, but also allow "bonus" Striking Apperance to match any mimic form's 'natural' Striking Apperance. Like say your shape shifter is copying Hiddious. And he seen him unmasked. He can copy his 10 levels of Striking Appearance "Ugly", but only when copying him. It's allowable because it is not an all ways thing. (Actuary that does depend of the writeup, since old Hiddious is no longer an official part of the CU. I seen a writeup with 10 levels of Striking Appearance "ugly", only when mask is removed, and writeup where he doesn't have any Striking Appearance at all.) Does it make sense? Actually yes. You are copying the appearance of an ugly supervillain with a reputation of violence against beautiful things after all. (If your doing someone like Marvel's Copycat, you'll need more then the Shapeshift power. You also need a VVP which only mimic the natural powers of the target mimicked.)

It doesn't bother me at all. I would allow it myself. I just ponder RAW stuff.

If you add power advantages and power limitations to powers, do they become "powers" in your opinion?
