Damage Class Caps in Power Pools

Is this illegal? A character has a 150 pt. variable power pool. He has a 30 damage class attack bought through the variable power pool. He has bought this attack with a -1/2 limitation. With the freed up points he has bought 12 5 pt. Skill Levels with said attack. He uses 4 of the skill levels to raise the 30 damage class attack to 32 damage classes and the rest he uses to hit his opponent with.

 

Doesn't this violate the Meta-rule?

I'm not sure which meta-rule you're referring to, but what you're describing is not per se illegal (except for the buying of Skills in a VPP, which requires GM's permission). Whether the GM would allow it is, of course, another thing entirely.
