How are the Active Points and costs of these powers worked out? 1) Is each power purchased separately, each benefiting from the Elemental Control's base points? or 2) Are they treated as a single power, with Active Points equal to thsoe of both powers plus the base? or 3) Does base only apply to the Greater Power, with the Lesser power effectively separate from the Elemental Control?
