How does KB affect velocity? For example, what happens if a brick punches a runaway car as it slams into him? Does the KB from the punch cancel out the Move-Through's velocity inch for inch, or does KB behave normally? In the former case, what if the velocity is nullified completely? Does the move through still happen, and is there some sort of penalty (of the sort something gets for ramming into a wall and doing no KB)?

Knockback does not cancel out or reduce velocity per se. However, since the victim of Knockback is “knocked off his feet,” taking Knockback stops him from continuing to move until he gets to his feet again. (If he makes a Breakfall roll to stay on his feet, he continues moving at his current velocity in his next Phase, unless he chooses to slow down or stop per the usual rules for doing so.)

 

In your hypothetical, assuming the attacks go off "simultaneously" under the rules, both the character and the vehicle take damage from the attacks made by the other combatant; neither the KB nor the velocity damage reduces or changes the other attack.
