Your interpretation was what I expected, but I don't understand its underlying logic. Does this mean that you can never run after having landed a leap, because you used a running half move for the "running start"? What about a brick who strides over to a thin wall and tunnels it, but still has plenty of movement? Does he stop after having used his two halfphase actions? What happens to his velocity?
I realise these, and many more, are all "exceptions" that the GM should handwave...but it seems like a pretty big hole that really could use a simple patching.
