In an email to me, you said that the optional speed change had not changed from 4ed, (where the BBB did not require that the phases be in the same segment, only that the character has had a phase for both speeds).
While here you answered that the next action would not be until the segment where both speeds have a phase, resulting in a speed increase often resulting in the loss of actions, (and if you design an aid right, you can keep someone from getting more than a couple actions a turn even though you're bouncing them between SPD 4 and 5 or 5 and 6).
