Yeah, it's pretty clear that the player was intending to have a limitation that didn't really limit him. That being said, strictly by the rules, the player is hosed if he takes that limitation and gets Stunned. And if I were a GM, I'd point this out to the player. If he chooses to take the limitation anyway, I wouldn't have the slightest bit of sympathy when he experiences the drawbacks associated with that limitation.
