Transform

Transform mentions that the target cannot be turned into anything that can't survive very long, but I'm curious as to how this is judged. Does the power automatically know if the target will have trouble (such as a goldfish in the desert) or is this just a clause to keep sadistic characters from transforming humans into "humans with no blood"?

It's up to the GM to judge what happens, based primarily on simple common sense, but also on dramatic sense, considerations of game balance, and so forth.
