For Stealth and several other Skills, everyone has 'em on an 8-. Otherwise, there are no specific rules for unskilled actions; the assumption is that if a character lacks the relevant Skill, he can't do tasks related to that Skill at all. The Everyman Skill concept dovetails with this, since it ensures that every character has a rudimentary ability to do things that anyone can do -- try to act, hide stuff, move sneakily, persuade people, and so on.
