Can a character take recoveries in a noncombat situation? I know that they are assumed to be SPD 2 during such times, but that they can boost it if need be...is this one of those times? For example, could a REC 20 SPD 4 character pause for 12 seconds outside of combat and regain 100 END because they took 4 recoveries and a post-12?

Any situation that a character's in where Segments/Phases are being tracked and END is being kept track of is typically a situation where he can take a Recovery. Once those situations no longer apply, it's generally assumed he gets all his END and STUN back pretty quickly, if not right away (unless there's a long-term Drain or the like in effect). If you're not in a combat/crisis situation where END and Phases matter, keeping track of END (and the Recovery thereof) is generally irrelevant and a waste of time.
