adding Cost end to characteristic bought with powers

I am making a robot hero with Multiform and I want to make it so that he can only be it each form a limited amount of time. I am doing this by buying all his characterisitics through powers and taking cost end every phase. My question is with this limitation do the characteristics cost end when he is just siting around. Or would they all cost end when he was active, would they just cost end when he did an characteristic related task, combat for almost all stats, dex and speed when flying, blah blah blah... Tell me what you think please.

See the Rules FAQ under "Powers, Characteristics." There's a question about DEX and one about SPD on this point, and you can probably extend the logic to other Characteristics.
