Partially Limited Power and Multipower.

Okay, in trying to build a construct with Hero Builder, I've been working on a Multipower which has an Advantage applied to the Multipower Reserve, but for special effects reasons, it doesn't make sense that the Advantage would always apply (the Advantage in question is Indirect, and the special effects would logically allow attacks from any direction, but not bypassing of some barriers, such as Force Wall), so I've tried to set this construct up by applying a Limitation to the Indirect Advantage.

 

Apparently that is not legal, and the statement "You can apply this effect [Partially Limited Powers] to Advantages, Power Frameworks and parts of a Power" from p. 180 of FRED was in error...or, as Simon put it, "badly phrased, not errata." Was the entire statement re: Partially Limited Frameworks erroneous, and if not, what should it read?

 

The FAQ states that Partial Limitations on a Multipower Reserve are not legal; why is that? And, does this same restriction indeed apply to an Advantage on the Reserve?
