END Pools and SPD Changes

I know you can voluntarily lower your speed if you need to...say, to take longer to drown.

 

So...you're SPD 5 and you hit someone with an Uncontrolled Power, feeding enough END into it for it to last 10 phases.

 

Now you voluntarily lower your SPD to 2. Does the Uncontrolled Power affect the target as a SPD 5 power (the speed you were when you activated it) or a SPD 2 power (the speed to which to voluntarily lowered yourself)?

The Uncontrolled Power continues to act on the Phases the character had when he activated/used it.
