Casual Effectiveness UB power

On re-reading this power, I am a little confused. (Ultimate Brick, p54)

 

Now that I read it again, it looks like the +40 STR adds to the character's base STR for casual. Thus, if the character has 60 STR, and Casual Effectiveness, he has (60 + 40 ) / 2 = 50 casual STR?

 

Also, is it assumed in the -1 1/2 limitation Only For Determing Casual STR that this does not add to figured characteristics? I believe this is implied, but wanted to make sure (as it would have to be broken up to use in Hero Designer).

Yes, that's how it works -- it increases the character's STR for purposes of calculating Casual STR. Your example is correct.

 

The Limitation's not the same thing as No Figured Characteristics, but the issue is essentially irrelevant. A character only uses his Casual STR for a fraction of a second. The fact that his PD is higher during that fraction of a second means nothing. Applying No Figured Characteristics would be too much like double-dipping, since even if the character gains Figureds, they do him no good.
