Okay if a character has a teleport where he can move additional targets other than himself does the teleport count as a movement for those characters he has brought with him?

If the Teleportation is bought Usable By Other/Usable Simultaneously, the recipients of the power don't necessarily move when the character with Teleportation does -- he "gives" them the power, and they choose when to use it. If it's bought Usable As Attack, then it's an attack, and doesn't alter the target's ability to act any more than, say, being shot at with an Energy Blast does.
