This gives them a Speed (SPD) of 1. On page 357 of Hero System 5th Edition, Revised (FRED) it states"... that combat always begins on Segment 12.This gives everyone a chance to act and then take a Post-Segment 12 Recovery...". IIRC Characters with "SPD 1" normally have a Phase only in Segment 7. They do not have a Phase in Segment 12, only a Post-Segment 12 Recovery. 1. Does a character with "SPD 1" get to have a Phase on the first segment of combat? 2. Does a "SPD 1" character have a non-combat SPD of 2 as stated on page 357 of FRED?
