Hugh Neilson
Re: Constant Powers and Charges 1 charge = 1 phase for a constant power. It's not how many times you can activate or deactivate it - the number of charges is the number of phases it will work. You may want to consider continuous charges (or fuel charges) to extend this. These are all discussed under the Charges limitation. BTW, I can't speak for the other GM's around here, but in my game, anyone who takes charges on an ability eventually runs out of charges. Make sure you can do something productive even if you have no charges.
prestidigitator
Re: Constant Powers and Charges Remember that you can now (since 5E) construct a Power that both has Charges and costs End (Charges plus an additional -1/2 Limitation, I think, though it may only be a -1/4). That would mean that you have to both pay End and expend a Charge each Phase. If the Charges are Continuous, I would say the Power would remain active for the entire duration of the Continuous Charge so long as you pay End each Phase; once you stop paying End, the Charge would be gone whether or not it lasted for its entire duration (unless maybe it is a Fuel Charge).
