Gift of Flight

The Gift of Flight spell is listed on page 177 of FREd as an example of the Usable On Others Advantage. My question is this:

 

Normally, if you want a Power to be Usable by more than one other person, you've got to use the x2 targets (+1/4) option (possibly multiple times) until you get to the number of people to whom you can grant it. Is the "Gift of Flight" limited to being able to be granted to only one other person at a time, or can the grantor use it as many times as he has END to cast the spell?

 

It occured to me to ask because usually if you want to be able to carry on granting a Power to someone without having to have Line of Sight, you need Uncontrolled, etc. but the "Gift of Flight" doesn't mention anything about that, so I'm wondering if you'd need to pay the "x2 targets" cost, or just use it as many times (and on as many targets) as you'd have END to cast.

It's restricted to only one person at a time. To apply it to multiple targets would require Usable Simultaneously (either the regular form, or the optional "has to be cast again" form described in the FHG2).
