High Strength characters throwing things

If one has a superhero with high strength and he is in the habit of throwing things as a ranged attack would said character have to put points into a ranged physical attack?

 

If not, would he have to if he carried around items to toss. Say a high strength character brings around some 100 pound plates to toss so he dosen't have to go around tossing cars and the like.

 

This came up in a game a long long time ago.

That's up to the GM. Generally characters of any STR can use their STR to Throw things for "free" -- it's part of what they get for having/buying STR -- but if a character habitually wants to make Throwing attacks using something other than bits of scenery he picks up on an impromptu basis, some GMs would require him to buy that ability.
