Hydra, Duplication and Inherent

Question

Why doesn't the Hydra from the Hero Bestiary have the Inherent advantage on the Duplication? The heads are something "real"... They can't be Suppressed or Drained. They are limbs (err... Heads...)

Second question: there is a fixed number of "spare" heads for the hydra. Is this number just a number or it has a meaning?

Third question: the fact that the heads aren't independent (they can't "divide") shouldn't be a limitation?

1. They probably should be Inherent, I just forgot. Since the odds of someone having Drain Duplication are astronomically low, it really doesn't matter, though.

 

2. The 24 "spare" heads that grow back were chosen as a reasonable number. It provides enough for each of the eight "starting" heads to have two Duplicates appear from it, plus a few extra if the GM needs 'em. You could make it smaller or larger if you like.

 

3. No, because Duplicates cannot themselves use Duplication, unless they buy Duplication as a power on their own. Otherwise buying one Duplicate would net a character an infinite supply of them.
