Armor Piercing NND?

I just discovered that Hero Designer won't let Penetrating be put on a power that's NND -- which makes perfect sense.

 

It will, however, let you put Armor Piercing on a power that's NND.

 

Since NND is all-or-nothing (you either have the defense -- which is absolutely effective -- or you don't), what good is Armor Piercing on an NND attack?

 

Or should Armor Piercing be disallowed for NND attacks?

Armor Piercing and NND don’t work together. Since NND is an all-or-nothing attack, AP has no relevance. It would work with an AVLD, though.
