Can one reduce a radius or cone [or I guess line] area of effect size by choise and still use the power at full active points value.
If say one is at a bank and the bad guys are in the center, you want to do full damage, yet you would rather a radius of say 3" then the full 10" you would have.
If not, could one apply an advantage at allows you to change the size of the area effect, much like one can with the hole in the middle, or the 1/4 that allows megascale to go back to 1km.
If so, what would you suggest as a value for said advantage.
