Question

If a character has a power that triggers automatically (Say, an Aid to Body/Stun when either drops below 0) but that they can't activate at all- indeed, that they might not even be aware of, are they justified in the full -2 of NCC? The lesser -1 NCC? Or no limitation at all?

Hmmm, interesting question.

 

That’s up to the GM based on how restricted he thinks the character is. In this sense Trigger sort of serves as the “flip side” of No Conscious Control — it often represents a certain lack of control (the power only activates/works under certain circumstances) but in a “good” way that tends to benefit the character. Therefore NCC may not be merited at all. The example power you describe doesn’t necessarily sound that restricted; personally, if I let you have that power at all in one of my games, I doubt I’d let you take NCC on it — or at most I’d reduce it to significantly less than -1.
