Shape Shift for Dummies V 2.1

A character w/ shape shift touch group spends 1/2 phase shifting from his "original form" to a different form. On his next phase he wants to revert back to his normal form. Is this correctly accomplished by:

 

1) "Turning Off" his shape shifting as a normal Constant power to revert back to his normal shape (as he would if KO'ed) as a 0 phase action...

 

OR...

 

2) Having to spend another 1/2 phase action (and his Shape Shift END cost) to Shape Shift back to his original shape again.

 

The rules for Constant powers would indicate that it could be shut off, causing the character to just revert back to normal. However, the Shape Shift rules in 5ER state that using Shape Shift is a 1/2 phase (unless bought down w/ advantages.) So, I guess my question is - technically - is the metamorph USING shape shift to change back, or is he Discontinuing use of his Shape Shift to revert back?

A character who's used Shape Shift to change his shape (or some other aspect of his form, depending on the nature of the power) can revert to his normal shape by turning off the power, which is a Zero-Phase Action.
