Along with detailed write-ups of five generic locations to flesh out you campaign city with more detail. And one master villain write-up to pit against your PCs. I have to say this book was a bit of a surprise to me. When I picked it up to read it I was expecting a rather ho-hum series of Champions Adventures. Was I wrong.
