Elemental Frameworks and END

The book says you can't have powers that cost 0 END in an Elemental framework. I was wondering if this only means powers that normally cost 0 END, or if it includes powers that cost 0 END after advantages?

 

For example, could you buy "Costs 0 END" on flying in an elemental power framework?

It specifically says on 5ER 314 that an EC slot's END cost can be bought down.
