PSLs and Perception

I see that levels bought for range on perception rolls does not affect the range penalties on OCV for attacks. Would the reverse work?

 

For example: You buy a rifle scope with Range: PSLs. Can you look through the scope to simply scan the area? If not, is there any form of skill or PSL that will cover both?

PSLs only counteract combat penalties, so no, they don't improve ordinary PER Rolls. You could easily build a device such as a rifle's scope as a Multipower with RSLs and Telescopic for Sight, if the GM's OK with that, or possibly with his permission configure some 5-point Skill Levels for that.
