Generally speaking, no, a character can't take Charges as a naked Advantage, but the GM could allow it if he felt it were appropriate. In that case he'd need to decide how related Power Modifiers like Burnout would work with the power. 2. If the question is, "Can a character take a naked Advantage with Charges as a Limitation?", then the answer is Yes. If the question is, "Can a character have a power with Variable Advantages, and have Charges on that power that only apply to the Variable Advantages?", then the answer is No -- that's a good example of when you need a naked Advantage.
