Drain Stun (or END)

Does the post Seg12 recovery of stun (or end) applies to a stun (or end)-drained character ? (the rule page 110 say a 0 Stun character only get the power recovery rate but i find no information about a character who is not KO yet.)

 

for instance 10 STUN drained (default rec 5/turn) on a REC 4 character

At post seg12 does he recover 5 or 9 Stun ?

The rules at the very bottom of 5ER 108, left column, state that "The fade/return rate of an Adjustment Power has no connection to a character’s REC or his ability to take Post-Segment 12 Recoveries." However, that gives way to the more specific rule on 5ER 110 regarding STUN (which should be extended to STUN generally, and to END) -- characters regain Drained STUN and END at the specified return rate for the power, not using their REC. Otherwise Drains of STUN and END would "fade" at least twice as fast as other Drains, which wouldn't be fair.
