The rules talk about a skill roll and a full phase to change a slot. I'm inclined to think that would also apply here. Thoughts? Thanks. If you had an Advantage to switch points more easily, I'd think you could probably reduce the value a bit if it could only be used to assign currently unallocated points. It still should take time to allocate those points, even if they're currently unassigned and you're not choosing to take points away from an existing slot.
