I am sorry if the question is tedious, but I'm still muddy on this issue:
Does the statements about the relationships between Constant Powers and Persistent Powers (6E1, p128, p334, p345) mean that
a) some limitations (such as Cost END and Costs END to Activate) convert Persistent Powers to Constant Powers, and you have to apply the Persistent advantage to make them Persistent again, or
Persistent Powers can never cost END to use or activate?
