Constant Powers, Persistent Powers, and END

Hi Steve.

 

I am sorry if the question is tedious, but I'm still muddy on this issue:

 

Does the statements about the relationships between Constant Powers and Persistent Powers (6E1, p128, p334, p345) mean that

a) some limitations (such as Cost END and Costs END to Activate) convert Persistent Powers to Constant Powers, and you have to apply the Persistent advantage to make them Persistent again, or

B) Persistent Powers can never cost END to use or activate?

There are two situations involved here.

 

The first is Powers that are Persistent by default, such as Mental Defense. By definition they don’t normally cost END to use. If any form of the Costs Endurance Limitation is applied to them, they become Constant, per 6E1 128, 374.

 

The second is Powers that are Constant and are made Persistent by application of the Persistent Advantage (6E1 334). Typically these Powers are bought with Reduced Endurance (0 END; +½), but that’s not mandatory (the statement to the contrary on 6E1 345 should have been altered in editing). What is mandatory is that the Power has to fall into one of these categories:

 

—costs 0 END

—costs END to maintain (either naturally, or via application of a Limitation)

 

A Persistent Power cannot simply cost END to activate (either via an Advantage or a Limitation). It’s either got to cost 0 END, or cost END to maintain.
