Follow Up: Constant Powers, Persistent Powers, and END

Question

Hey Steve. In a recent thread you said:

 

A Persistent Power cannot simply cost END to activate (either via an Advantage or a Limitation). It’s either got to cost 0 END' date=' or cost END to maintain.[/quote']

 

But under the Time Limit Modifier, it says:

 

A character can buy Time Limit for any of the following types of Powers:

  • ...
  • ...
  • ...
  • as a Limitation for Persistent Powers that cost 0 END or only cost END to activate

 

Is the end of that bulletted phrase a mistake, or does Time Limit create an exception to the rule that Persistent powers may not cost END only to activate?
