But under the Time Limit Modifier, it says:
A character can buy Time Limit for any of the following types of Powers:

...
as a Limitation for Persistent Powers that cost 0 END or only cost END to activate
Is the end of that bulletted phrase a mistake, or does Time Limit create an exception to the rule that Persistent powers may not cost END only to activate?
