Am I reading that right that the extra STR will be added to the base STR before dividing to get the Casual STR or does it add to Casual STR directly?

I'm sorry, but I don't understand what you're asking. If you're referring to some specific rule or Limitation, please let me know which one.

 

If the question you're asking is this -- "If a character buys STR with the Limitation "Only To Determine Casual STR," does that STR add directly to his normally-determined Casual STR, or is all the STR added together and then halved?" -- then the answer is, "It's all added together and then halved." For example, if a character has STR 40 and buys +30 STR, Only To Determine Casual STR, his Casual STR is ((40 + 30) / 2 =) 35, not ((40/2) + 30 =) 50.
