If you're referring to some specific rule or Limitation, please let me know which one. If the question you're asking is this -- "If a character buys STR with the Limitation "Only To Determine Casual STR," does that STR add directly to his normally-determined Casual STR, or is all the STR added together and then halved?" -- then the answer is, "It's all added together and then halved." For example, if a character has STR 40 and buys +30 STR, Only To Determine Casual STR, his Casual STR is ((40 + 30) / 2 =) 35, not ((40/2) + 30 =) 50.
