Quantum - Would not be happy, but would go. First he would speak with Dr. Silverback to find a way to increase his power defense. Second, he would not like to go alone. Quantum would meet with RJ and ask him a series of questions. Thinks like what are your intentions? How far do you plan to grow your new empire? How do you plan to interact with your neighbors? Do you plan to abide by established treaties? How will you react if your policies anger your neighbors? All of these questions are extremely important, as are the number of bodyguards RJ has with him. Obviously the note and the pill raise concerns as well. Assuming he is being watched at all times, Quantum would not try to sneak around. He would ask for permission to fly around the country. This would give him time to plan his response. If RJ's answers are satisfactory, no action is needed. Quantum would suggest the UN keep a very close eye on RJ and plan out measures to stop him if needed. If RJ's answers are unsatisfactory, then action would be taken. Quantum would try to meet w/RJ at night and with as few bodyguards as possible. His first action would be to kill the lights, then proceed to immobilize RJ and his guards as quickly as possible. Then he would administer the pill, then run.

 

Stone - Sigh...I'm no diplomat. Asks RJ three simple questions; 1) Do you plan on attacking any neighbors? 2) Are you going to hold elections? 3) Why do you need the "ironman" army? If he likes the answers, Stone would say "Fair enough, but don't do anything stupid to make me come back here". If he did not like the answers, Stone would proceed to pound RJ and his guards into submission, then force feed him the pill. Stone would stick around to pound the Dragon and the other villain into submission as well. He would then tell the UN to come in and fix this mess before more people get hurt.
