Is it possible for a power to be Unified to another power but not the reverse? For example, an ability to 'strike the weak point' that is dependent on the super IQ of the user (HtH Unified with INT, but INT not Unified), so that the Brian Drain ray would shut down the attack, but the 'force reducer' that might blunt the attack wouldn't hurt the INT?
