If an Instant power has Costs Endurance to Maintain, is it considered Constant for the purposes of Continuing Charges (with Costs Endurance becoming a -0 Limitation)?
6E1 197 references Suppress with Continuing Charges both with and without Constant, but there has been some discussion about whether the power would be Constant or just acts like Constant while still being Instant.
I couldn't seem to find a Suppress gadget with Continuing Charges in a quick look at the various 6E books.

If an Instant power has Costs Endurance to Maintain, is it considered Constant for the purposes of Continuing Charges (with Costs Endurance becoming a -0 Limitation)?
Or is Constant required?
e.g.
Suppress DCV 3d6; Costs Endurance (to maintain; -0), 1 Continuing Charge lasting 1 Minute (-1)
or
Suppress DCV 3d6, Constant (+1/2); Costs Endurance (to maintain; -0), 1 Continuing Charge lasting 1 Minute (-1)
