UOO and Time Limit

How is it determined which table of Time Limit modifiers should be applied to a Differing Modifier?

 

My guess is as long as the Recipient controls the granted power, LOS isn’t required, and there are no other disqualifying modifiers on the Differing Modifier, Time Limit can be a limitation. The Constant Powers Time Limit table is used otherwise. Although, I could see how ‘Grantor pays END’ could be an issue.

 

Any insight would be appreciated.

I think this is a situation where we can rely on the GM's good judgment. ;) Generally speaking, examine the granted power and decide whether it behaves like an Instant, Constant, or Persistent power. In the case where the Time Limit is intended to apply to the grant of the power itself (i.e., the recipient gets the power for X time and no longer), it's probably easiest to treat it like a Constant Power unless something about the way the power's constructed or used suggests otherwise.
