Summon and Unified Powers

If I have Summon, with the Unified Power of Darkness (cloud of smoke upon arrival), when would the Darkness become effective? The phase I use the power, or the phase the summon being appears? Or worse, the phase the summon being recovers from the summon?

I think what you may want is the Linked Limitation, not Unified Power. Unified Power doesn't require Power X and Power Y to be used together; it merely indicates they're affected in certain ways by negative Adjustment Powers.

 

With Unified Power, you can use the Darkness whenever you want. However, since it takes a Full Phase to use Summon, you couldn't use it in the same Phase, unless it were Linked to or Triggered by the Summon.

 

Assuming the Darkness were Linked to or Triggered by the Summon, they would activate/be used in the same Segment the Summon is, which is the same Segment the Summoned being appears (though not the same as the first Phase in which he can act).
