Ordinarily this would be at the beginning of one of his Phases, but it might occur at other times (e.g., when he declares he's Aborting to turn on a defensive power that has the Limitation). There might also be situations where he'd try to activate the power before going into combat, but some GMs may forbid that if they consider it abusive.
