Steve Long
If a character receives a new or increased ability from being Transformed, he has to pay END for that ability (or more END) at the standard rate. If Transform increases the power of an ability bought as a slot in a Power Framework, that power can function at its increased level only if it still fits within the reserve/Control Cost — otherwise the character’s restricted to using only as much of the power as he can fit within the reserve/Control Cost. In the case of some powers that can’t be used in increments (such as Desolidification), adding an Advantage (which by the rules has to be used) to it may thus effectively make the power impossible to use until the Transform’s effect “heals back.”
