Upgrading CSLs with experience

Can a character "upgrade" his combat skill levels with experience points by paying the difference?

 

For example, Bob starts out with a 2-pnt CSL with long swords. After some adventuring, he upgrades that to a 3-pnt CSL with swords for 1 XP. After some more combat experience, he upgrades it again to a 5-pnt CSL with H-to-H for 2 XPs. Finally, after more time, he upgrades it to an all-combat level for 3 XPs.

Absolutely he can do that. It's a great way of representing a character's growth and increasing breadth of experience over time. However, the GM may establish restrictions on how many points he can devote to buying up his Levels; after all, it's not as if a couple of swordfights make a guy the master of all forms of HTH combat. It takes time to learn this stuff! :)
