    As a general rule, I do not like charges on powers in a multipower. You already get a huge cost savings from MP, putting charges on a slot perks MY munchkin meter. If you run out charges in one slot you just change slots. How limiting is that? How about no MP and charge limit on each power you want? Yes it will cost more, but each power would be a seperate "weapon system."
