Survival lets you keep yourself alive, AND OTHERS. That's why I've always assumed it cost more. One person with all the survival skills can keep themselves and a whole group of normies alive just about anywhere. Meanwhile if you just had the Life Support you'd be fine, but everyone else would end up slowly dying.
