In my campaig, I have a DC cap of 15, this one player has to me appears to go way above that cap. Do you allow a character with a 40 str, and zero end on that str to have a multipower that is a 38 active point power that has 6 different attacks in it? And added on to this a different multipower that has 4 different damage shields attatched all at 60 active points?

Lets say I have a Superhero Brick with 60 Str This Brick has 30 points to spend and I want to improve his attacking power. I am looking at 2 options. 1 Buying a 2 dice killing attack or 2 Buying a 6 dice HTH attack If I buy a Killing attack for him I can only add up to the number of dice from his STR as he has in the power. So this attack can go to a 4DC killing attack or a 60 point power. He cannot more than double the DC with his STR because this is a killing attack. If I buys 6 dice of HTH it adds straight to his 12 dice from STR to give him an 18 dice attack or a 90 point power. Is this correct, does the killing attack total not equal the HTH attack total for this character? PS Limitations are not in the equation right now as I was thinking of putting this in his 30pt multipower.
