Following on the two questions below, especially Hyper-Man's followup, it seems like the issue is less the Focus limitation and more the "double gear for +5 points" rule.
With that in mind, perhaps the better question is "can a character apply the 5 point doubling rule to non-Focus powers?" For example, can Invictus, who has a 14d6 Power Blast, pay 5 points to have two natural Power Blasts, which he can now use in a Combined Attack (one from each hand), in a manner similar to Ronnie Raygun, who spent 5 points to double his 14d6 Blast; OAF (Raygun) power?
