Movement Usable as an Attack

Question

Let's use 20m Teleportation UAA at full range as our example to illustrate these clarification questions:

(a) The easy one - it is an attack, so it requires a half phase, and ends the attackers phase, correct?

( b ) It is also movement, so if the attacker wants the target to move 11+ meters, does that require a full phase? Put another way, is the usual limit that a half phase action allows up to half the total movement distance applicable to movement UAA? Vol 1 p 359 notes a half phase action to keep controlling the movement - does that mean a half phase action gets the full movement, either in the phase of the attack or only in subsequent phases when the Teleport remains forced on the target, under the attacker's control?

( c ) It is not possible to teleport a target into a solid object intentionally. Can it be done in error? For example, is a blind teleport of the target possible, or does it simply fail if the blind teleport would place the target in a solid object?

(d) Is blind teleport possible at all with Teleportation, UAA?

(e) Can the attacker force the user into noncombat movement? If so, does this require extra time from the attacker, or just the half phase to control the movement? Also, does this reduce the OCV and DCV of the attacker, the target or both? [seems like “no, UAA cannot force a target into non-combat movement” may be the best answer!]

1.  Yes.

 

2.  If a character has a Movement Power that’s Usable As Attack, he can move the character up to the power’s full meters of movement as part of his Attack Action. This remains true even if he’s already taken a Half Phase Action himself (such as making a Half Move or maintaining control of the target as discussed on 6E1 359).

 

3-4.  It is not possible for a character with Teleportation Usable As Attack to “blind teleport” someone, either on purpose or by accident. If he tries, the attack simply fails, unless the GM rules otherwise in light of the circumstances.

 

5.  No; see 6E1 158.
