Absolutely this.  It can also be a combined player/GM responsibility.  "Holy cow - that was never supposed to be that effective!" can be followed with "Hey, GM, can I modify this to tone it down?" or "HA!  You approved it, so suck it up, GM!" I made a character some time back who transformed into various animal forms.  He had a large number of multiforms, and I had statted some out for combat and others not so much.  In theory, the skunk fell within the latter, but I missed just how dangerous his Smell AVAD Musk was. So it got fixed.  Can't even remember either build.
