People often dress as superheroes and villains at comic book conventions.  Coyote the Trickster gifted a number of people the skills of the characters they were costumed as and watched the fun.

It might depend on what those powers are.  An increase in characteristics or sensory abilities would, probably, be okay.

A high school senior and multi-sport athlete (cross-country, swimming, and track) dressed as Lynda Carter's version of Wonder Woman got some of her heroine's abilities.

 

Edit: She could've also gone as Wonder Girl/Drusilla from the same series.

That is true. But those skills in such worlds of fiction become excuses for powers in themselves. Invisibility is Invisibility, regardless of if it is because of a magic spell or because he is a super ninja.
